Abstract
The following guidelines for the preparation of the Study were provided by ESCAP:
Review and analyse present situation in the prospects for tourism development;
Identify constraints and problems in tourism development;
Review and analyse present situation and prospects for foreign investment in the tourism
sector;
Review and analyse factors influencing decisions on foreign investment in the tourism sector;
Review and assess the present policy of Governments, and legal and institutional framework
related to foreign investment with special reference to incentives provided by Governments for
foreign Investment;
Identify problems and impediments in attracting foreign investment in the tourism sector;
Suggest measures to be taken by Governments to increase foreign investment in the tourism
sector;
Suggest areas for technical assistance from international organisations and other donor
sources to promote foreign investment in the tourism sector; and
Conclusion/policy recommendations.
