Abstract
A request to convene a panel of experts to initiate action towards the implementation of the Asian Railway Master Plan, including establishment of the norms and methodology to be adopted was voiced at the Intergovernmental Railway Group Meeting held in August/September 1980 and fully endorsed by the Commission at its 37th session which also noted that formulation of the Master Plan should be carried out in close correlation with the Trans-Asian Railway Network Project.
A formulated railway Master Plan would serve as a basis for integration of all railways of the region by conforming their stipulated plans for development and augmentation of capacities of the railway lines to uniform standards wherever feasible. It was felt that this task has to be accomplished on the basis of the anticipated volume of traffic, and the measures which were necessary to adjust the capacity of the lines to match the local situations would have to be identified. In determining these measures the standard of service required for the present as well as for a reasonably foreseeable future, both on quantitative and qualitative base would have to be assessed.Citation
