Abstract
The evaluation of the Regional Action Programme for Sustainable Transport Connectivity in Asia and the Pacific (Phase I) was launched in December 2020 and completed in August 2021. The evaluation was conducted by an external evaluator in close cooperation with the Transport Division of the United Nations Economic Commission for Asia and the Pacific (ESCAP).
The evaluation goal was to inform deliberations in the Ministerial Conference on the implementation of the RAP (Phase I), provide recommendations for improvement and set the vision for the next five years in a new regional action programme focusing on the three pillars of sustainability (economic, social, and environmental) in line with the 2030 Agenda for Sustainable Development. The evaluation applied a participatory approach and used various data collection techniques such as semi-structured interviews with key internal and external stakeholders, online surveys, and structured documentary analyses.
