Abstract

This publication presents an overview of knowledge‑based development in Azerbaijan, focusing on innovation ecosystems and entrepreneurship support structures. It highlights the transition from the Millennium Development Goals to the Sustainable Development Goals and the growing importance of innovation-driven development. The presentation introduces the “triple helix” model, emphasizing collaboration between government, academia, and industry. It outlines key components of Azerbaijan’s innovation ecosystem, including technoparks, incubators, co‑working spaces, funding mechanisms, and startup initiatives. The document underscores the importance of fostering entrepreneurship, investment, and institutional support to drive sustainable economic growth and competitiveness
