Abstract

This ESCAP presentation reviews the implementation of activities under the SPECA Project Working Group on Knowledge-based Development (KBD) and outlines the programme of work for 2016–2017. It highlights efforts to enhance regional connectivity in North and Central Asia through ICT infrastructure, including studies, partnerships, and the Asia-Pacific Information Superhighway initiative. The document emphasizes capacity-building initiatives such as ICT training, localization of training modules, and workshops aimed at strengthening national expertise in participating countries. It also underscores the role of ICT in disaster risk reduction and climate change adaptation, including support for geo-portals, regional cooperation frameworks, and early warning systems.
